Although Microsoft has not officially released a document about removing the Hybrid configuration, there is an article on how to decommission the on-premises Exchange in the Hybrid deployment. You could refer to the scenario one in the following link. Considering all mailboxes still in the on-premises, so we don’t need to change the MX and Autodiscover DNS and remove the Service Connection Point (SCP) on on-premises Exchange server. We should remove the Organiziation Relationship, the connectors created by the Hybrid Configuration Wizard, disable the directory synchronization and so on. Then we uninstalled Exchange Hybrid and kept the on-premises Exchange server.
