Can the RDS licence being sold on Newegg work on my Azure Windows 2019 datacenter server in workgroup mode?

I need to confirm if this license "RDS per device call" call below will work on my Windows 2019 datacenter server in workgroup mode. (THIS SERVER IS NOT ON A DOMAIN)
