tiertoarchive is not working as a rule and also manual move to Archive is not working - How to get it running?

We use a storage account at Azure and want to use the achrive tiering - and we neither find a way to get that running nor a list, which kind of Azure Storage Account in which location with which redundancy options (and so on) ar needed for using the archive tier? We tried several combinations and it allways tells us, that the "tiertoarchive" is not supported for our account .

We always tested manual change of the tier and to create a lifecycle management rule.

Would be great, to find some answers via your help!

    Archive storage is not currently available in the Germany region. This is anticipated to be available in Q2 2021. Please see the Azure products available by region for more information. Archive storage and blob-level tiering only support block blobs at this time, so double check this is the case.

    And yes, I know https://learn.microsoft.com/en-us/azure/storage/blobs/storage-blob-storage-tiers - But there's written, that Blob-Storage with GRS is supported - exactly our configuration.

    And als location we use "Germany" - if that could be part of the problem here.
