How to Combine Multiple Internet Connections Into One using windows server 2019 and control its to serve all company network?

Sounds like you're trying to team internet connections? There's nothing native to Windows Server 2019 for this. You may need a multi-WAN hardware solution or something provided by the ISP or also search for "Broadband Bonding" software / service.
