ESB Toolkit 2.4 - Tools not available for installation

We are installing ESB Toolkit 2.4 in the production environment. We have BizTalk 2016 in production. When installing the toolkit, the Tools option is grayed out. I was following the following blog and confirmed everything is installed. The toolkit was installed on the dev and the test server, and we compared the program and features and found them matched as well. Not sure what else is missing which is causing the issue.

    I would try checking those other IIS 6 items. It sounds like its one of those that are missing.
