I got NegotiateSecurityContext failed with for host 'email.banglacat.com' with status 'LogonDenied' when I want to login for administrator email address.
My exchange was crashed and installed new exchange 2019. I disabled user and create mailbox and then try to login and got above error.

1.Could you log in to ECP normally?
2.All users have this issue or only certain users have this issue?
3.What is the configuration of your current environment? Has the previous Exchange server been uninstalled? What is the specific version of the newly installed Exchange server?
4I noted that you said you disable the user and create a mailbox. Are you disable the user mailboxes? Does it have any related with the newly created user mailbox? If you create a new mailbox directly, can you log in successfully?
5.Please try to restart the Exchange server and make sure all the services required by Exchange are running normally.
6.Please run the following command to check the authenticaton of OWA:
Get-OWAVirtualDirectory | fl *auth*
7.If only certain users have this issue, please run the following command to compare the settings of the normal user mailbox and the mailbox that encounters an error if there is any difference:
Get-Mailbox -Identity <> | fl
In addition, are there have any related log in the Event Viewer? If so, please share with us, pay attention to covering your personal information.
