Sharepoint 2019 - missing all workflows after update

Hi,
I got very strange error of workflows our SharePoint.
We are using SharePoint 2019 on Premise and Windows Server 2019 Standard. After some yesterday windows updates, which weren't even connected to SP (screen below), workflows (specific 2013 Workflow) do not work and even didn't show up in SharePoint Designer. It's look like it wasn't configured, because I don't see even option do create 2013 Workflow.

I am wondering: should I reconfigure workflows hoping that it will reappear, or should i do something else? I don't want to lose them, because we were using them a lot.

    EDIT: working solution in reply from @JulieWang-MSFT

    Didn't work.
    I had to delete "Workflow Service Application Proxy" from Web Applications to reregister it. But since it was registered maybe this is not place where it is a problem.
    It's strange, because looking further into it from all information that I got from serwer it is working fine, but I can't do anything practically.
    From central Administration:

    But in SharePoint Designer i got:

    And of course I don't have my site workflows that I created on website. It's just blank.

    If there are no other options, maybe I should reinstall it and if needed restore its databases (WFManagementDB, WFInstanceManagementDB, WFResourceManagementDB)?

    1.Install the SharePoint Designer 2013 Service Pack 1 (SP1).

    2.Clear SharePoint Designer cache.

    3.Register the web application to workflow service again.

    Register-SPWorkflowService -SPSite 'https://webapp.domain.com/managedpath/sitecollection' -WorkflowHostUri 'http://workflowhost.domain.com:12991' –AllowOAuthHttp  
    

    4.Restart the server.
