From the following Microsoft document, we can see that Developer, Standard and Express editions of SQL Server can be installed on Windows 10 IoT Enterprise, you know IoT Enterprise is the equal to LTSC, so I think the SQL Server can be installed in Windows 10 IoT Enterprise LTSC/SAC for SSRS reporting.
