Azure App Service Health Check Metrics don't report Average

We have setup Azure App Service Health Checks as defined here:

However, when attempting to report on them as defined, we get "0" for all instances on the metric "Health check status (Avg)"

We know the Health status is reporting correctly, because we see data if we change the metric to "Health check status (Count)"

    The team has identified an issue (see the quote underneath) with reporting health status metrics. This issue could lead to false positives and it is suggested to wait until the end of July before using the healthcheck alert/monitoring functionality.
