MSI installer failing to create virtual directory, rollback the installation

Hi,
I am having an issue with msi installer on Windows server 2016, this installer is working fine on development server and it used work on Test environment but suddenly having issue while creating virtual directory and rollback the installation.
I have tried to cleanup temp folders, removed virtual directory, application pool, clean-up the physical directory and re-booted the server but still not working. It would be really great if someone can please help resolving this issue.
