Azure AD Sign0in risk policy

Hi gents,

Okay, I have 365 server is ready for to be used and I faced with another problem like ms office since the licenses on o365 is too expensive for our company like E3 E5, and just decided to buy basic licenses and but license for ms office 2019.
But I found an article where i read that o365 can be run on ms office 2013 as well SP1 version 15.0.4971.1000 , and I have updated up to the required version and tried to sign in, but it says failure (and on o365 admin center checked the status and there I could see "Access has been blocked by Conditional Access policies. The access policy does not allow token issuance.") after this I googled and found one solution but not sure, but it's about sign-in risk policy, if you have faced with this problem could you please share to me?
Confirm if the User risk policy (on Azure portal) will fix and allow ms office 2013 to sign-in the O365 email .
I hope I could explain the situation, in case do not hesitate to ask any additional info.

    You will need to check the Conditional Access policy settings and there is a policy for tokens where you may disable it but it is not recommended.
    Microsoft Office 2013 is not fully cloud compliance and the way you may use it is through the OneDrive or SharePoint.

    You can check the Conditional Access Policy settings and exclude the IP range, or Cloud App. In this case, being Office.
    It would have been better to go with Office 365 licenses, despite the cost. It would've saved you time and imo money in the long run.
