Does Recovery Services cause any VM usage if not failing over?

Hello,

I am look into Recovery Services usage and I do not see any VM usage. Is this the expected behavior?

so given this instance id:

/subscriptions/a4fa2812-f9e3-48f6-b207-07a09f5c92a3/resourcegroups/jw-admin-rg/providers/microsoft.recoveryservices/vaults/jw01-honbanbcp-sr-rsc

Even if filtering at the Resource group level, I only see usage data for the following services:

Automation
Azure Site Recovery
Bandwidth
ExpressRoute
Storage

Is there simply

1) no "Virtual Machine" usage for Recovery Services?
2) "Virtual Machine" usage only is generated when failing over?
3) Other

    "Virtual Machine" usage only is generated when failing over?
    YES, cost is only applied at the time of test failover and failover.
