Extreme packet lost to all servers located on EAST-US

For some months now I've been experiencing about 50+% packet loss and a huge drop in download speed to all Azure servers located on East US region (VMS, Storages, Databases, Services, etc.), when pinging/downloading files from my home network (located in Florianópolis, Brazil), between 10:00PM UTM and 03:00AM UTM (19:00 and 00:00 local time), weekdays. I have tried from different machines within my home network and I see packet loss from all of them. This results in a huge performance loss, with download speeds dropping to 20KB/s or less.

The problematic node seems to be "ae28-0.ear02.gru30.ntwk.msn.net" (ip 104.44.40.179), that belongs to Microsoft, as you can see in the next results (tests were made 05/20/2021-10:30UTM):

I already contacted my network provider, but since the problematic node belongs to Microsoft, they said that nothing can be done on their side... Since this affects not only me, but some of my clients (not everyone), i'm considering to move all my infraestructure to brazil, but this change will have big consequences to my startup (will demand a lot of work; will basically double my infrastructure costs; and will increase ping to all non-brazilian clients).

I'm going to try a workaround by using an VPN, to and see if I can connect to that without packet loss.

However, I would rather get to the bottom of this problem if possible. Please advise.

    Hello,

    Sorry for the delay in my response, last weeks were really busy in work.

    Thanks for the response. My account really doesn't have a support plan enabled yet, but, for now, i think the problem was "resolved".

    After the creation of this thread, i forwarded it to my internet provider, so that they could follow it too. A few of days later, my problem with the node "ae28-0.ear02.gru30.ntwk.msn.net" almost disappeared (Packet loss now is less than 10% - still high, but not enough to be a problem, since the download speed now is over 1MB/s). I think they saw that this was a big issue to me, went deeper in their investigation, and made a few changes that reduced my issues to a bearable level.

    If you think that the 10% PL still is too high, and need an investigation by the Microsoft team, I will proceed the way you recommended :)
