The Microsoft Monitoring agent is not only used by SCOM, it is for example also used when collecting data from your servers to your Log Analytics workspace in Azure. You can view in the configuration of the Microsoft Monitoring Agent (in the Control Panel) and check whether they are connected to any Azure Log Analytics (OMS) workspace, if not then it should be safe to uninstall.
