"Could not create the marketplace item" when creating a new content moderator

hi,
Im new to Azure and I want to use the text moderation service. I created a free account but when I try to create a new content moderator I get this error message "Could not create the marketplace item"

I tried using "Create a resource" option and chose content moderator and it worked.
