Outlook API - Junk email

Is there any way through the Outlook 365 API to see the "Blocked sender and domains" list as it shown in the GUI settings under "Junk email"?

Afaik no, not currently. You can use PowerShell though.

How can you do it through the PowerShell?
Do you mean that locally on the client computer, or that an Admin can do it for all of the users with the Exchange PowerShell?

Admins can do it via the Get-MailboxJunkEmailConfiguration cmdlet. https://learn.microsoft.com/en-us/powershell/module/exchange/get-mailboxjunkemailconfiguration?view=exchange-ps
