seting up SQL manage instance with devtest lab

I get the following error when I try to add the Microsoft Azure SQL Manage instance to my Devtest Lab:

Managed Instance is not available for the chosen subscription and region. Please try again with some other subscription, region, or use Microsoft Support to request region access. Learn more

I am using the $200 free subscription

    It is not available for free tier. Below are the listed supported subscription types:

    SQL Managed Instance currently supports deployment only on the following types of subscriptions:

    Enterprise Agreement (EA)
    Pay-as-you-go
    Cloud Service Provider (CSP)
    Enterprise Dev/Test
    Pay-As-You-Go Dev/Test
    Subscriptions with monthly Azure credit for Visual Studio subscribers
