SQL database free tier giving estimated monthly bill at time creation

I could see that Azure give SQL database under 12months Free Tier access.
Although , when I have selected the create DB option , it shown free tier, at final stage of Create DB, it is showing an estimated monthly bill of 15USD per month.

So 12Month free tier no more available? or if available, how can create one such instance?
