I am the global admin and sole user of both the O365 and Azure tenant. I am attempting to invite external guests. The invitation is sent correctly, but when the guest accepts the invitation they are given the following error message You can't get there from here Your sign-in was successful, but your device must be registered with ePanoptes Ltd before you can use this site. As you’re using Chrome, you need to install this extension. You must be on Windows 10 version 1703 and above. Alternatively, you can use Microsoft Edge or Internet Explorer to access this application. If you're not planning to do this now, you may still be able to browse to other ePanoptes Ltd sites. Otherwise, sign out to protect your account. Sign out and sign in with a different account.

This looks like Conditional policy taking an effect, have them check with their own IT staff on what the requirements are and whether they can be relaxed.

Thanks for the answer, but as I said in the post, the conditional policies do not require registered devices
