Pc to pc outgoing call restriction

Hi, I am using ms Lync 2013 server.i have a question that how can we restrict outgoing pc to pc call (audio/video) for specific user but others can call (incoming) this user. I tried using (disabled audio/video) option under telephony but incomings were also disabled when apply this. Any command or option which I can use ?

    It is suggested to configure outbound voice routing in Lync Server 2013 Control Panel to realize your requirement.
