Outgoing Audio/video disable for single user in lync 2013

Hello,
How can we restrict outgoing pc to pc audio / video call for specific user in ms Lync 2013. Eg user can receive audio / video call but can't initiate call. In conferencing policy it is possible but I couldn't find any option for single user.
Please help me to find the option or if it could be done thru cmdlet.
