Volume Activation fails on Microsoft Office 2019 Professional Plus

I'm trying to activate Microsoft Office 2019 through the Volume Activation tool using Active Directory Based Activation. I have activated Windows 10 and Server 2019 using this method previously.

I'm using Microsoft Server 2019 standard and I have installed the "Office 2019 Volume License Setup Pack"

When I enter our CSVLK in the Volume Activation Tool for Office 2019 I get the following error:

"The activation server determined the product key is not valid"

Within the even viewer:

"Acquisition of End User License failed. hr=0XC004C00D"

I tried searching for the error code itself, but no luck

    I also had this issue, specifically with Office 2019.

    I ended up needing to activate via the automated telephone service. I followed this article (same one linked by emizhang-msft above): https://learn.microsoft.com/en-us/deployoffice/vlactivation/configure-a-kms-host-computer-for-office

    The phone number (for United States at least) is 866-374-2481. I actually had to un-activate a random server just to get slui.exe to show it to me. Pretty annoying.

    Anyway, I called that number, said I was activating Office, and used the /dti and /atp switches of slmgr.vbs to get the installation ID and activate using the confirmation ID respectively.

    It was a painful experience, but it did work on the first try. I hope this helps you.

    Hi @Doug McMeekin ,
    Based on your description, you're trying to configure a KMS host computer to activate volume licensed versions of Office 2019, is my understanding correct?
    I suggest you try to check if you have the firewall is enable, if you have a firewall, make sure port 1688 is open to allow the KMS host service through the firewall.

    Sorry for the late reply. I have tried using the Volume Activation tool on both standalone workstations using Server 2019 2016 and Windows 10 as well as on a Domain Controller. I have the firewall disabled.

    Additionally, as a said previously, this is a Active Directory Based Activation. I have used ADBA for Windows 10 and Server 2019. This is the first time I have run across the issue described above using ADBA.
