Error: Unable to create a user

I have a free trial subscription. I'm unable to create a user. What could be the reason?

My Subscription Plan:

Trying to create a normal level user:

Error notification received is,

What are all the possible might have went wrong for specific 'Unable to create user' error?

    I found the exact same problem with my free account. I agree, it must be a bug?

    It will work if I do NOT create my own password and set it to Auto-generate.
    Once user is created, I then go back in to edit to make the necessary changes.

    In my case I got a error message when I tried to entered the password manually. Try autogenerate option while create a user it should work.

    I also encountered same issue ,
    What I have seen through my investigation if you put your username/part of username in your password also it's giving error .
    Put your password something which will not match your username .

    Hi i got the same issue and i was able to resolve issue by not including the user name in password. I use different password then it works.

    Make sure you are not using a similar password on the users created. Just click on the refresh button on the Azure portal.
