Issues installing Teams apps

We are having some issues with installing certain Teams apps and it may just be that I don't understand some things.
In particular, we would like to install App Studio.

Here is the scenario:
Under Org-wide app settings in Teams we have Allow third-party app set to Off.
Under Manage apps I see App Studio in the list of apps and the publisher say Microsoft. Status says "Blocked org-wide". If I highlight it and click Allow I get a popup that says "Allow application? You are allowing this app to be available for users in the Teams app store. However, it won't be available to them if they have a blocking app permission policy." When I click Allow the status does not change and the message across the top of the screen says "All third-party apps are currently blocked. To allow any third-party apps, enable 'Allow third-party apps' in the Org-wide settings".

We also tried enabling third-party apps and in Permission polices setting third-party apps to "Allow specific apps and block all others". We then added App Studio but after doing that we noticed that a lot of other third-party apps were being allowed. So we turned that back off.

So my questions are:

  1. Why is App Studio be treated as a third-party app when the publisher is Microsoft?
  2. How do you allow one third-party app without then allowing a bunch of others?

    This is also confused me. I will figure out the reason. If I get any valuable information, I will share with you here as soon as possible.

    Question 2. How do you allow one third-party app without then allowing a bunch of others?

    From my experience, it is unnecessary to turn off Allow third-party apps in Org-wide app settings from Microsoft Teams admin center > Teams apps: Manage apps.

    Above all, make sure that you want to assign the same policy (only assign permission of app studio but no other third-party apps) to everyone in your organization. Then, modify the Global policy for App permission as below or create a custom policy to assign to the people you want:

    It will take effect after several hours. Even if users can search other third-party apps in client, they cannot add these apps to Teams by an prompting message “Something went wrong”. So, don't worry about it.
