Unable to install "Network Policy and Access Services"

Question

My server is holding AD, DHCP, and NPS role (Win 2012 R2). Now migrating them to Win 2019. I was able to install DHCP and AD role but whenever I try to install NPS role, I get the following error

"The request to add or remove features on the specified server failed. Installation of one or more roles, role services or features failed.The referenced assembly could not be found. Error: 0x80073701"

Hi,
I suggest that we could try to check the registry below: remove languages that do not match yours.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\PackageDetect

Also if we try to install this role with Powershell command it could be installed.
Type Start PowerShell in the Command Prompt window to start Windows PowerShell.
Type Install-WindowsFeature NPAS and press Enter to install the NPAS role.

I did not know what was wrong but it was failing everytime. I was able to install role but management tool installation was failing and tried many steps but none of them worke. I had to re-install the OS.
