Signing up to Azure - Not Eligible

Question

I'm an existing M365 Business Standard customer, using it for email, office apps, teams etc, which as we all know also provides access to Azure AD. I'm currently working towards the AZ-900 exam and wanted to sign up to use the full range of Azure services, in order to get hands on exposure to what I've been studying.
I tried to sign up for a free trial, but was told I wasn't eligible. I was advisesd to try and sign up for the PAYG option. Again I tried that but was met with the same error at the end of the sign up process, that I was not eligible. Is there some issue if you are an existing Microsoft customer using any services that use Azure in the backend, that you cannot sign up to Azure, because it thinks you are already using it?
If i log into Azure portal with my M365 global admin, and try to say create a storage account or VM, it simply redirects me to the subscription options: Free, PAYG etc.
But as mentioned earlier I cannot sign up to any of them.

What am I doing wrong?

To resolve this issue, double-check whether the following items are true:

The information that you provided for your Azure account profile (including contact email address, street address, and telephone number) is correct.
The credit card information is correct.
You don't already have a Microsoft account that uses the same information.

Other things to try:

• I have heard of rare cases where this error is thrown on a particular browser. Try using the Edge browser or switching to a fresh browser and see if that resolves the problem.
• If you have already used your credit card before for the free trial, then you won't be able to use it again for a free trial
