To resolve this issue, double-check whether the following items are true:
The information that you provided for your Azure account profile (including contact email address, street address, and telephone number) is correct.
The credit card information is correct.
You don't already have a Microsoft account that uses the same information.
Other things to try:
- I have heard of rare cases where this error is thrown on a particular browser. Try using the Edge browser or switching to a fresh browser and see if that resolves the problem.
- If you have already used your credit card before for the free trial, then you won't be able to use it again for a free trial
