Traffic Manager for external end points

We need to use traffic manager for Non Azure environment traffic routing . we have On prem IP/DNS details for which we need to create the TrafficManager rules.
Do we need to create vnet also in azure or just Traffic manager profile and related configuration settings will be sufficient ? any other resources (VNET etc.) will be required in TrafficManager setup.

    @gaur , There is no need to create a dedicated VNET to Traffic Manager. You need to just add your public IP to the endpoint list of Azure TM to add your external endpoint. Else, everything should be fine.
