The machine is an Dell XPS 7390 which appears on the list that Dell have tested for Windows 10 May 2020

• Dell drivers are fully up-to-date.
• I have tried downloading the KB and installing but it said that it wasn't applicable http://www.catalog.update.microsoft.com/Search.aspx?q=KB4565503
• Tried installing using the Windows 10 Update Assistant and ISO media https://go.microsoft.com/fwlink/?LinkId=691209 "This PC can't be upgraded to Windows 10. Windows Update will offer this version of Windows 10 automatically when these settings are supported."
• Confirmed Core isolation disabled
• Tried disconnecting from the internet and upgrading

What is interesting I have another Dell XPS 7390 with the same settings and drivers and it upgraded without any problems.

Here are a few new options to try:

• Disable you VPN software (if use)
• Rename your HOSTS file (temporarily)
• Change your DNS resolver

If no help, reset Windows Update components manually.
