What is interesting I have another Dell XPS 7390 with the same settings and drivers and it upgraded without any problems.

    Here are a few new options to try:

    • Disable you VPN software (if use)
    • Rename your HOSTS file (temporarily)
    • Change your DNS resolver

    Firstly, run Windows update troubleshooter, this tool can diagnose and attempt to repair issue.
    If no help, reset Windows Update components manually.
