Azure-Ad: how to assign user to the app?

Hi there, I am following this documentation:

https://learn.microsoft.com/en-us/azure/active-directory/develop/howto-add-app-roles-in-azure-ad-apps

in order to add users to the registered app in the Azure AD.

There's a piece saying that there should be "Users and Groups" menu, in the application blade:

however, once I follow these steps, and click on my application, there's no "Users and Groups" menu item visible:

What I am doing wrong?

    If you go to the App Registrations Blade:
    https://portal.azure.com/#blade/Microsoft_AAD_IAM/ActiveDirectoryMenuBlade/RegisteredApps
    and find the app in question.
    Then go scroll down to:
    Authentication -> Advanced Settings ->Default client type ->

    If "Treat application as a public client" is set to Yes, then the option to assign an app to a Users or Groups is removed from that Enterprise Apps choice
