Roaming Profile users, Moves files into folder on desktop, when loging back on files are still in folder, but original files are back on desktop

I have a network with roaming profiles, I have an issue with one user. when this user deletes or moves files off of desktop, and then logs back in, the moved files are still in the location that they moved them to, but those files are still in the original spot.
so now they have two copies, the originals on the desktop, and the ones in the folder they moved them to.
This means files they deleted are still in the recycle bin but also on the desktop.

I tried the gpo edit to "Prevent roaming profile changes from syncing from the server"

no change, I did the ran gpo updates from command line on both the pc and the server. I just now set the romaing profile folder to .old in hopes that making a new folder with fix the issue.

any ideas?
