I'm in the middle of migration our on premise public folders to Exchange online. Last night I locked our Public folders on our on prime environment and initiated to complete public folder migraiton.

we have 5 public folders, everything was within the limits, our PFs approximately have 150 gb of data.

this is the document i'm following: https://learn.microsoft.com/en-us/exchange/collaboration-exo/public-folders/batch-migration-of-legacy-public-folders?redirectedfrom=MSDN

I also see a duplicate entry for one of the public folders, i have opened a support ticket but the support we get is really not equipped to handle such questions, they have no clue and just wasted our time, if i ask to get me some higher oh it's the weekend and they have no one to work. So any help will be greatly appreciated.

You should run Get-PublicFolderMoveRequest rather than Get-MoveRequest to check if the move request is successful.

And then, you perform only one public folder move request at a time. You must use the Remove-PublicFolderMoveRequest cmdlet to remove the request after it's complete.
If you didn't remove the request, you will receive the same error.

And you need to remove the request, and then you can complete the second move request.

For more details: Move a public folder to a different public folder mailbox, Remove-PublicFolderMoveRequest, Migrate Public Folder to Office 365.

Do you mean that you have completed the step 1~6? If so, I would suggest you wait for more time. Even if it takes a while to migrate an empty mailbox. Since there exist no issue with migration, just give it more time to complete.
