Bot Framework: Publish failed from visual studio with error - Index was outside the bounds of the array

Question

I am trying to publish a bot (with LUIS) using a resource group that was created by a different team. I have contributor access to the resource group (not sure if having the privileges is important for publishing the bot). When I try to publish the bot from visual studio using "Build > Publish bot" option, I get the below error. I do not even get the dialog box where we import the publish settings file.

The build is successful and I am able to test the bot using the emulator, but could not publish the bot. I am doing this in a Citrix environment. Do I need to have any network access to publish it from Visual Studio?
