Azure Backup Vault cant be moved across resource groups?

In the answer at the Knowledge check, there are 3 options to choose from for the question "Which one of these resource types can be moved across resource groups?" and somehow Backup Vault can't be moved between Resource Groups, can someone explain why when it clearly says it can?

    I think technically it can be moved so it probably should not be one of the options however it can only be moved under certain conditions.
