WIndows 2016 outbound traffic blocked

We are having our 3rd party off-site backup connection blocked as well as any traffic in Firefox. Tried pinging http: & https: domains, but those get "could not find host" if I included the http/s: in the name. ping icann.org, no problem. Ping by IP. No problem. Use anything but IE with an external IP, nothing. Not even a server not found message.

I flushed DNS but can't yet do a server restart, Turned off AV. Not excited about shutting off Windows Firewall during production hours, nor can I restart until my maintenance window late at night.

Any ideas?

VM running Win 2016 Standard, fully updated.

    Not clear what you have going here but the 3rd party service provider will be your best resource to troubleshoot.

    Besides recommending getting in touch with your Backup solution manufacturer for more details about the application and transport, if you know the ports used you can check for filtering with the PortQry Scanner tool from Microsoft:
