How to access to SQL Database from Onpremise via Private Endpoint

The SQL database (PaaS) service was generated. Public access disabled. Private-Endpoint is generated for the service. There is a VPN Site 2 Site and traffic is allowed in the onpremise firewall.
From a computer located in onpremise, the private ip generated by the prividate endpoint is pinged but it does not respond. How can I access the azure resources without public ip from onpremise?
