I'd check here and also with manufacturer about operating system support for your hardware.

Hello !
Our company want to buy a MS Windows Server license, but before buying we need some information.
We would like to use the server OS for Hyper-V virtual machines with PCI integration. The host PC using PCI communication cards and we want to use it in the virtual machines.
Is it possible somehow to use any PCI card in the server Hyper-V virtual machine?

My question is that the hyper-v can passtrough these cards to the virtual machines or not.
No, hyper-v does not work that way. What you can do is create a dedicated vSwitch using each network interface and the guest can use that vSwitch.
