As a basic approach just execute an Update Trouble Shooter

Then try resetting the components using the below. then reinstall the update

Can you provide us more informations about your current situation please?

Are you administrator or member within a domain?
If not, can you check in your MMC or device management if your account is part of the Administrators group?
Do you have GPOs overwriting your Windows Update configuration?
Why are you trying to turn the Windows Update service ON/OFF anyway?
