CAL Windows Server 2016 for file server

Yes, Cals are required. A Windows Server CAL is a license that grants access Windows Server. CALs are used in conjunction with Microsoft Windows Server OS licenses to allow Users and/or Devices to access and utilize the services of that windows server

• User CALs allow a single user access to Windows Server from an unlimited number of devices
• Device CALs allow an unlimited number of users to access Windows Server from a single device

I am going to explain my scenario to you. I have my virtual server farm, I need to implement a new file server.
I currently have a Windows Server 2012 and I am considering upgrading to Windows Server 2016. Users log in through currently shared folders. Nobody enters via RDP, only infrastructure administrators.

My query is I require CAL to be able to share the file folders? Like I do with Windows Server 2012
