Visual Studio is stuck in a loop - loading missing features but all features are loaded

I have a project which isn't loaded. See this related issue...

I select Install Missing Features on the project but then it tells me "'You already have the frameworks, SDK's and Tools installed for the development work you selected'." The project still isn't loaded, the features are still missing.
