It could be related to the user profile.
Does this happen if you log in to the server by using a different account?

Start Menu - Search Does not works Properly in Windows 2016 Standard.
Created a Setup file and configured shortcut in Start menu programs, able to see the .exe in start programs , but not able find when we search in start menu.
Same works on 2019 and 2012, does not works on 2016 Servers. any idea friends.
Tried few solutions but not succeeded , below are them
Started the Search service, and indexed , so luck
on taskbar, ended the searchui and tried checking no luck
Tried – SfC /Scannow too no luck.
Tried Deleting Data Folder in C:\ProgramData\Microsoft\Search - No luck,
Tried - DISM /online /Cleanup-Image /RestoreHealth & sfc /scannow - No Luck ,
Tried - HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Search
Right-click the Search icon and choose New > DWORD (32-bit) Value. Name the new value BingSearchEnabled. - No luck
Tired - HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\BackgroundAccessApplications
Right click BackgroundAccessApplications, and select New > DWORD (32-bit) Value.
Name the value GlobalUserDisabled and set its data to 0. - Noluck ,
I see the Search and Cortana application verions is (Microsoft.Windows.Cortana_1.7.0.14393_neutral_neutral_cw5n1h2txyewy) 10.0.14393.2430.
Tried registering the Cortana with below commands, No luck.
Add-AppxPackage -Register "C:\Windows\SystemApps\ShellExperienceHost_cw5n1h2txyewy\AppxManifest.xml" -DisableDevelopmentMode
Add-AppxPackage -Register "C:\Windows\SystemApps\Microsoft.Windows.Cortana_cw5n1h2txyewy\AppxManifest.xml" -DisableDevelopmentMode
Did any one come across this issue, please help us to resolve this.

1.Have you tried with another local admin account?
2.Check the status of Starting:
get-process -name shellexperiencehost
get-process -name searchui
3.Kindly check if any event logs have captured some errors- - Check Event logs that record Start Issue

If there is a component of Start that is consistently crashing, capture a dump which can be reviewed by Microsoft Customer Support and Services.
