How do I order an Xbox Dev kit? I can't find any hardware ordering options on the partner centre site?

We have other dev kits that have been ordered through Microsoft in the past for our development of our game but now we have a new member of the QA team and I need to order a dev kit but cannot for the life or me see the option to order one?
