Project Global file on server - Issue with Microsoft 365 Apps for enterprise

I've got a lot of VBA code stored in a Project Global file located on a server that is used by multiple people across our large company. I have always been able to point people to this one Global.mpt file by using the common method I've seen mentioned in many forums: Creating a shortcut and pointing the "Start in" field to the server location of the Global file. This opens Project but using the shared Global file, so all the code is then available to the user. This has worked well for many years across multiple versions of Project.

I'm currently using Project 2016. This same method has been working well for this version too. However, one of our users had a later version of Project 2016 installed and I can't get this method to work for them. Their build is "Microsoft Project 2016 MSO (16.0.13127.21656) 32-bit" and their version is "2008 (Build 13127.21668 Click-to-Run)".

Does anyone know why this same method won't work for this version? Or does anyone know what the workaround might be?

Any assistance would be greatly appreciated.

    Yes, it gets a message "Project cannot open the file".

    Yes it does work when copied to the user's computer. So at least I know it is compatible.
