With Windows 8.1 you can either:

a) upgrade to windows 10:

Yes, you can download Windows 10 latest version 21H1. You can use the Update assistance tool to update to Windows 10 .

If the above tool is throwing out an error uninstall all non-Microsoft software. You can also try the clean install to update to windows 10.
