access camera when adding file attachment

we are using software running in a browser. it has the ability to add attachments using a file attachment control.
when using this, i would like it to be able to open the camera to take a photo. this used to be something that Windows 8 could do, but not available in windows 10
is there anything that can be done for this to work?
