Microsoft Endpoint Configuration Manager - Region Setting not applying

Can someone help me, I've been scratching my head with this one. I have Endpoint configuration manager 2107 (SCCM) with a task sequence but for some reason the region setting is not applying for me. The country is still defaulting to US and I want it NZ.
I've done a normal task sequence and change the setting on Apply Windows Settings but still not working. I've tried MDT and updated the customsetting.ini and unattend.xml but no good.
Any help would be appreciated. Still new to sccm.

    Already did that but it's not working. There is a setting on Apply Windows Setting to select language, etc.. but it's not working for me. Do I need to do TSV on this?
