HELP!!! Server 2019 does not see my static IP even though it's set

I am setting up windows server 2019 eval from scratch. in the network adaptor I set my ip to 10.0.0.4 255.255.255.0 and gateway 10.0.0.1 when I try to install the dhcp server from add roles and features it gives me an error before I install it.

No static IP address can be found on this computer.

Any idea why this is doing this?

    Has it been patched fully? Is the hardware supported? Chipset installed?

    Nope. All items up to date. I can get on the internet no problem so I know the interface works. I am getting this error message when adding a features (DHCP server). I tried to ignore it but I could not get another machine to pxe into it.
