SQL 2016 SP3: Support for "distributed network name (DNN) listener" with latest SQL 2016 SP3 release?

Hi Team,
With latest release of SP3 for SQL 2016 "KB4578579 - Improvement: Availability Group listener without the load balancer in SQL Server 2016, 2017 and 2019".
Does it mean we have DNN listener support starting SQL 2016 SP3?
Can we create DNN listener after installing SP3 on existing SQL 2016 Azure VM's?

    Yes it is supported in SQL 2016 SP3. Below is the list of SQL releases that DNN is supported.

    2019 CU8 and later

    2017 CU25 and later

    2016 Service Pack 3

    Can we create DNN listener after installing SP3 on existing SQL 2016 Azure VM's?
