RDP takes a long time (5-10min) to prompt for username/password, except when run as admin

Here's some background details

This only appears to happen when people are accessing their desktops through VPN (both zscaler and checkpoint)
After 5-10 minutes the password prompt will eventually come up and they can connect.
This is on 1909 and 20H2 computers, acting as either client or server.
This is when using either name or IP to connect to the remote computer
Deleting the users profile doesn't help. Only re imaging the client computer.
Disabling WDDM or any of the remote devices (USB, COM port, etc) didn't help either.
This occurs only on domain accounts
The funny thing is it'll connect almost instantly if RDP is run as admin.
Any ideas on what else I can look at?

Update: The issue does not happen if logging onto a local account on the remote system even if its a standard user account.
