I am being charged $29 every month despite the fact that my subscriptions are all in disabled state. If I try to remove my card, it takes me to
Developer support
This payment method is being used by the Azure subscription Developer support. Go to that subscription and select Cancel, then Delete the subscription.
Replace

If I got to 'Disable and delete subscription', it takes me to My subscriptions. All 3 subscriptions including Developer support is in 'disabled' status and there is no delete option.
Raising a support request fails as well indicating permissions but this is just my account and has 'Global Administrator' privilege. What are my options here?
Why does raising a support request fail? What happens?
It fails with 'Support Extension Warning message: Sorry you don't have permission to create a support request. Please check your permissions and contact the owner of this resource'
If i go to 'Access Control', the login id (e-mail) has 'Owner' Role.
Is this still an issue? If yes, I suggest you ask your admin or someone to raise a support request on your behalf. Once you can reach support team, you can discuss your permissions issue as well the original issue ($29)
