SSIS integration runtime stuck in stopping

Hello,
I have an SSIS integration runtime that's been stuck in stopping state for over 5 hours now. Retrying stops doesn't help, and I don't have any locks in the Azure environment that would explain this.
Could you please help ?

    Thanks for the question and using MS Q&A platform.

    As you have confirmed offline, the region of your ADF is West Europe - I finally succeed to stop it trying again the « retry stop » option.

    Note: There is an outage in West Europe region which make SSIS IR stuck in starting and stopping status.
